Gobernanza para el desarrollo turístico sostenible en el departamento de La Guajira (Caso Palomino)

Abstract

El estudio que se desarrollará tiene como propósito principal, Proponer un modelo de gobernanza para el desarrollo turístico sostenible en el Departamento de La Guajira (Caso Palomino). Es una investigación de naturaleza cualitativa, adscrita al paradigma introspectivo-vivencial, emplazada por una metodología etnográfica, la información se adquirió mediante entrevistas semi estructuradas a un grupo de ocho (8) informantes uno de ellos ocupa el cargo de Jefe de la Secretaria de Cultura y Turismo, “Municipio de Dibulla”, a su vez (1) representante Dirección de la Comisión Regional de Competitividad e Innovación de La Guajira – Cámara de Comercio de La Guajira, como también a (1) funcionario de Corpoguajira, (1) un empresario, (1) funcionario del Fondo Nacional de Turismo FONTUR. (Gobierno Nacional – Viceministerio de Turismo), (1) Directora Departamental de Turismo de La Guajira, “Gobernación de la Guajira”, (1) Representante de la Comunidad de Palomino y Miembro de la Fundación FUNDESPAL, (1) Representante de los turistas, a fin de obtener diferentes perspectivas sobre el fenómeno en cuestión. Se sustentará en teorías referenciales de autores como Brinkerjoff y Goldsmith (2005), Kooiman, (2011), OMT (OMT, 2010), entre otros. En ese mismo sentido, se aplicará la técnica de análisis cualitativo de la codificación, categorización y triangulación, para sistematizar la información y construir los hallazgos que conduzcan a obtener un modelo teórico contextual. Los criterios de rigor científico serán la credibilidad y legitimidad del conocimiento mediante el regreso al actor social, para obtener confiabilidad. En cuanto a los resultados se pudo comprobar que existe la necesidad del modelo de gobernanza elaborado, donde se deben integrar todos los actores para poder llegar a mejorar las condiciones de Palomino.

The main purpose of the study to be developed is to propose a governance model for sustainable tourism development in the Department of La Guajira (Palomino Case). It is a qualitative research, assigned to the introspective-experiential paradigm, located by an ethnographic methodology, the information will be acquired through semi-structured interviews with a group of eight (8) informants, one of them occupies the position of Head of the Secretary of Culture and Tourism, "Municipality of Dibulla", in turn (1) representative of the Directorate of the Regional Commission for Competitiveness and Innovation of La Guajira - Chamber of Commerce of La Guajira, as well as (1) an official of Corpoguajira, (1) a businessman, (1) official of the National Tourism Fund FONTUR. (National Government - Vice Ministry of Tourism), (1) Departmental Director of Tourism of La Guajira, “Government of Guajira”, (1) Representative of the Palomino Community and Member of the FUNDESPAL Foundation, (1) Representative of tourists, in order to obtain different perspectives on the phenomenon in question. It will be based on referential theories of authors such as Brinkerjoff and Goldsmith (2005), Kooiman, (2011), OMT (OMT, 2010), among others. In the same sense, the qualitative analysis technique of coding, categorization and triangulation will be applied to systematize the information and build the findings that lead to obtaining a theoretical contextual model. The criteria of scientific rigor will be the credibility and legitimacy of the knowledge through the return to the social actor, to obtain reliability. Regarding the results, it was found that there is a need for the governance model developed, where all the actors must be integrated in order to improve the conditions of Palomino
