La presente investigación tiene como propósito desarrollar un aporte teórico al conocimiento científico educativo desde la óptica de la negociación gerencial y la participación comunitaria en los proyectos educativos tecnológicos de las escuelas de educación primaria de Riohacha, con el firme propósito de alcanzar las carencias teóricas y prácticas de estas categorías basándose en las insuficiencias empíricas de los gerentes educativos. En lo que respecta a la metodología aplicada a este estudio se desarrolló bajo el enfoque cualitativo de Martínez (2009), utilizándose como método el etnográfico, la técnica fue mediante la observación participativa y la entrevista semiestructurada. Los informantes claves estuvieron conformados por tres participantes, quienes son directores y gerentes de tres principales Instituciones de Educación Primaria del Departamento de Riohacha. La data obtenida a través del análisis, categorización, estructuración y los dialogramas señalan las deficiencias de los directores o gerentes educativos que al negociar, diseñan estrategias sin el uso adecuado y aprovechamiento de las tecnologías como herramienta fundamental de las sociedades y la educación moderna, produciéndose un estancamiento educativo, que sin duda causa mella dentro del sistema educativo de cualquier parte del mundo. En consecuencia, aunado a los procesos de negociación y gerencia, debe ser la utilización adecuada de la tecnología de avanzada, formando un trinomio capaz de superar los obstáculos actuales y deficiencias presentes en la educación; logrando así preparar individuos integrales capaces de resolver sus problemas cotidianos, de desenvolverse respetuosamente en la sociedad y de construir un mundo cada vez mejor. Acortando distancias y recordando que aunque estemos de extremo a extremo en el mundo somos capaces de estar unidos y de seguir en ese proceso de aprendizaje cotidiano. Esto hace indispensable que las escuelas actuales utilicen dichos recursos en pro del mejoramiento de la calidad de la educación, de un mejor presente y futuro para los seres humanos; por el contrario existe indiferencia en la integración entre los actores educativos y las comunidades, además, existen insuficiencia de líderes capaces de generar cambios significativos.

The present research has as purpose develop a contribution theoretical to the knowledge scientific educational from the optical of the negotiation management and the participation community in them projects educational technological of them schools of education primary of Riohacha, with the firm purpose of reach them shortcomings theoretical and practices of these categories based is in them inadequacies empirical of them managers educational. With regard to the methodology applied in this study was developed under the Martinez (2009) qualitative approach, used as method the ethnographic, the technique was through participative observation and semi-structured interview. The key informants were formed by three informants, who are managing directors of three main institutions of primary education of the Department of Riohacha. The obtained Data through analysis, categorization, structuring and the dialograms point out the shortcomings of educational negotiations directors or managers, design strategies and do not give it the proper use and use of technologies, as a fundamental tool of modern education, producing educational stagnation, which undoubtedly cause Nick within education anywhere in the world and societies , accordingly, coupled with to them processes of negotiation and management, should be it use proper of the technology of advanced, forming and trinomial capable of overcome them obstacles current and deficiencies present in it education, achieving thus prepare individuals integral capable of resolve their problems every day, of develop is respectfully in it society and of build a world each time best shortening distances and remembering that we are end to end of the world we are able to be United and continue in the process of learning every day, making it essential that the current schools use these resources for the improvement of the quality of education and a better present and future for human beings; on the other hand there is indifference in the integration among educational stakeholders and communities, there are failure of leaders capable of generating significant changes
