La presente investigación tuvo como finalidad proponer lineamientos estratégicos, que facilite el proceso administrativo de la Secretaría de Salud de Uribía, basados en los planteamientos teóricos de David (2013), Chiavenato (2015), Rincón (2011), Morera (1995), Robbins y De Cenzo (2014), entre otros. Por tal motivo, se realizó una revisión documental sobre, del sistema de salud del municipio de Uribia, según su reglamentación legal y su funcionalidad. Además, se compiló la información estadística de la situación del sector salud en el municipio de Uribía y los recursos con que cuentan para operar. El análisis de la situación del sistema de salud del municipio de Uribía, muestra que las causas de la problemática en este sector, han sido diversas y están relacionadas con la falta de agua, las ineficiencias de la atención en salud, falta de alimentos, corrupción, crisis fronteriza, falta de vías y difícil acceso a las comunidades más dispersas. Del análisis se sugirió para la administración del sector salud, unos lineamientos estratégicos; donde, a partir de los lineamientos del Plan Decenal de Salud, se debe estructurar el Plan de salud Territorial; el cual debe estar articulado con el Plan de Intervenciones Colectivas-PIC y el Sistema Indígena de Salud Propio Intercultural SISPI. En el cual las estrategias diseñadas por la Secretaría de Salud del municipio de Uribía, deben dar respuestas a las diferentes necesidades que presenta la población en lo relacionado con la salud.

The purpose of this research was to propose strategic guidelines to facilitate the administrative process of the Health Secretariat of Uribia, based on the theoretical approaches of David (2013), Chiavenato (2015), Rincon (2011), Morera (1995), Robbins and De Cenzo (2014), among others. For such reason, a documentary review was conducted on, of the health system of the municipality of Uribia, according to its legal regulations and functionality. In addition, statistical information was compiled on the situation of the health sector in the municipality of Uribia and the resources they have to operate. The analysis of the situation of the health system in the municipality of Uribía shows that the causes of the problems in this sector have been diverse and are related to the lack of water, inefficiencies in health care, lack of food, corruption, border crisis, lack of roads and difficult access to the most dispersed communities. From the analysis, strategic guidelines were suggested for the administration of the health sector, where, based on the guidelines of the Ten-Year Health Plan, the Territorial Health Plan should be structured; which should be articulated with the Collective Interventions Plan-PIC and the Intercultural Indigenous Health System SISPI. In which the strategies designed by the Secretary of Health of the municipality of Uribía must respond to the different health-related needs of the population.
