Es muy común escuchar que las construcciones públicas en el Distrito de Riohacha siempre presentan algún inconveniente, ya sea en su entrega a tiempo, en su mal diseño y muchos otros factores, para poder conocer el porqué de estas situaciones y la participación del gerente de construcciones en esta problemática, se llevó a cabo el siguiente proyecto, que consiste básicamente en el análisis del rol del gerente en la construcción de obras públicas en el Distrito de Riohacha, esta investigación es de tipo cuantitativa y nace con el fin de dar respuesta a diversas inquietudes que existen a cerca de los procesos de construcción, con esto se pretende determinar las funciones que cumple el gerente de construcciones desde el inicio hasta el final de una obra. Con el propósito de dar respuesta al objetivo principal, analizar el rol del gerente de construcciones en la ejecución de obras públicas del Distrito de Riohacha, La Guajira, se desarrollaron los siguientes objetivos específicos, en primer lugar se definió las funciones del gerente, para el cual se llevó a cabo un estudio minucioso basándose en conceptos y teorías referente a las funciones del gerente de construcciones, consultando a diferentes autores apoyados en su experiencia; seguidamente se identificó su perfil para dar respuesta al segundo objetivo, tomando como población y muestra las obras cuyos proyectos se encuentran colgados en el Secop I en etapa de ejecución, realizando una encuesta con preguntas cerradas y de selección múltiple, en consecuencia se obtuvieron resultados y se propusieron recomendaciones para el desarrollo apropiado en la ejecución de obras públicas en el Distrito de Riohacha, La Guajira.

It is very common to hear that public buildings in the District of Riohacha always present some inconvenience, either in their delivery on time, in their bad design and many other factors, to be able to know the why of these situations and the participation of the manager of constructions in this problem, the following project was carried out, which basically consists in the analysis of the Role of the manager in the construction of public works in the District of Riohacha, this research is of quantitative type and was born in order to respond to Various concerns that exist about the construction processes, with this is intended to determine the functions performed by the construction manager from the beginning to the end of a work. In order to respond to the main objective, analyze the role of the construction manager in the execution of public works of the District of Riohacha, La Guajira, the following specific objectives were developed, first the functions of the manager were defined, for the which was carried out a meticulous study based on concepts and theories referring to the functions of the construction manager, consulting different authors based on their experience; then their profile was identified to respond to the second objective, taking as a population and showing the works whose projects are posted in Secop I at the execution stage, conducting a survey with closed questions and multiple selection, consequently results were obtained and Recommendations were proposed for the appropriate development in the execution of public works in the District of Riohacha, La Guajira.
