Los impactos que genera la inoperatividad del sistema de alcantarillado pluvial en el distrito turístico y cultural de Riohacha, afectan la calidad de vida de los habitantes y todo esto es una problemática muy frecuente cada vez que se presentan lluvias, debido a las faltas de soluciones para el buen funcionamiento del sistema de alcantarillado existente y a la carencia de este en algunos puntos; Así mismo la baja supervisión y control para el mantenimiento, de tal manera que se pueda conseguir un mejor desarrollo en la ciudad. No obstante, las viviendas no serían las únicas afectadas por dicho problema, de alguna forma los habitantes de cada sector donde se presenta este inconveniente estarían perjudicados por el estancamiento de aguas la cual le podría acarrear enfermedades infecciosas y reproducción de plagas que tendrían repercusión en su salud. Debido a esto, el principal objetivo es evaluar los impactos que genera la inoperatividad del sistema de alcantarillado pluvial en el distrito de Riohacha, ya que la función principal de un alcantarillado pluvial es la de manejar, controlar y conducir adecuadamente las escorrentías de las aguas lluvias, para no provocar inundaciones y por ende afectaciones en la calidad de vida. Dado a lo anterior para poder evaluar los impactos es indispensable conocer el estado actual del sistema de alcantarillado pluvial en el distrito de Riohacha y su funcionamiento al momento de evacuar las aguas lluvias de manera constante, y así tener los criterios para sostener opiniones tales como, su dimensionamiento y falta de capacidad, y de tal forma recomendar aumentar la capacidad del sistema o ampliar la cobertura del sistema pluvial en el distrito, buscando evitar las inundaciones y por ende se pueda garantizar una mejor calidad de vida para los habitantes al momento de los periodos de lluvias.

The impacts generated by the inoperability of the storm sewer system in the tourist and cultural district of Riohacha, affect the quality of life of the inhabitants and all this is a very frequent problem when is raining, for to the lack of solutions for the good functioning of the existing sewage system and the lack of it in some points; Likewise, the low supervision and control for maintenance, in such a way that a better development in the city can be achieved.. However, the houses wouldn’t be only ones affected by this problem, in some way the habitants of each sector where this inconvenience occurs would be harmed by the stagnation of water which could lead to infectious diseases and the reproduction of pests that would have repercussions on their Health. For this reason, the main objective is to evaluate the impacts generated by the inoperability of the storm sewer system in the district of Riohacha, for the main function of a storm sewer is to manage, control and properly conduct storm water runoff, so as not to cause flooding and therefore affect the quality of life. Therefore, in order to evaluate the impacts, it is essential to know the current state of the storm sewer system in the district of Riohacha and its operation at the time of evacuating rainwater constantly, and have the criteria to maintain opinions such as, underdimensioning and lack of capacity, and thus increase the capacity of the system or expand the coverage of the pluvial system in the district, seeking to prevent flooding and guarantee a better quality of life for the inhabitants at the time of the rainy periods
