Es desde estas miradas que quiero proponer un modelo de Carta Local de Derechos para el departamento de La Guajira, por supuesto con un enfoque en derechos humanos. He querido vincular el tema de las redes sociales, el capital social, la gestión y políticas públicas para realizar una propuesta de red social con los actores locales que también tienen presencia en el departamento de La Guajira para el cumpli miento de los tratados sobre derechos humanos, su promoción, defensa y respeto. Finalmente se reflexiona acerca de las problemáticas latentes, como son la pobreza y seguridad alimentaria, la corrupción y migración, que afec tan a los derechos humanos y a su relación con los estándares internaciona les para su efectivo cumplimiento. Así mismo, este libro analiza conceptos importantes del derecho internacional, pretendiendo mostrar una relación con los temas antes mencionados. El derecho internacional es un marco jurídico humanitario que tiene dos ramas importantes, el derecho internacional de los derechos humanos y el derecho internacional humanitario; esta obra concentra la mirada en el primero y reflexiona acerca de la estrecha relación con el derecho interno del Estado colombiano. Los Estados son los primeros garantes de derechos, por eso también este libro reflexiona acerca de las normas constitucionales más importantes que reconocen el derecho internacional, especialmente los instrumentos jurídicos sobre derechos humanos y la normativa humanitaria.This publication responds to the need to analyze Human Rights situations in La Guajira, Colombia from a social, legal and primarily international pers pective. It is from these points of view that we want to propose a model of a local Bill of Rights for La Guajira, of course with a focus on Human Ri ghts. It has wanted to link the issue of social networks, social capital, public management and public policies to make a social network proposal with local actors who also have a presence in La Guajira for compliance with the Treaties on human rights, their promotion, defense and respect. Finally, it re flects on latent problems such as poverty and food security, corruption and migration, which affect human rights and their relationship with interna tional standards for their effective compliance.
