Estuvo soportada teóricamente por: David (2013), Chiavenato (2011), Serna (2014), Thompson y Strickland (2012), Robbins y Coulter (2010), Koontz y Weirich (2013), FAO (2016), Martínez y Martínez (2011) y Mallea (2010), entre otros. Se enmarco bajo un paradigma positivista con enfoque cuantitativo; se tipificó como de carácter aplicado, descriptivo y transeccional con diseño de campo, no experimental. Para la recolección de la información se diseñó un cuestionario con 5 alternativas de respuestas, contentivo de 24 ítems el cual fue validado y confiabilidad por el método de Alfa de Cronbach, resultando en un valor de 0,878. Los resultados muestran que no se dispone de los recursos a tiempo para garantizar el funcionamiento del programa, afectado por la falta de generación de ingresos propios del municipio; sin embargo, algunas veces los alimentos son suministrados en las fechas estipuladas para satisfacer las necesidades de la comunidad, los alimentos son distribuidos a la totalidad de la comunidad; además, es orientado de acuerdo a los objetivos del gobierno nacional y la estructura organizativa del personal que maneja el programa, acorde a las políticas de estado.The main objective of the research was to analyze strategic planning as a tool for food and nutritional security in the municipality of Manaure, La Guajira in Colombia. It was supported by the theoretical bases of: David (2013), Chiavenato (2011), Serna (2014), Thompson and Strickland (2012), Robbins and Coulter (2010), Koontz and Weirich (2013), FAO (2016), Martínez and Martínez (2011) and Mallea (2010) among others. It was framed under a positivist paradigm with a quantitative approach; It was typified as applied, descriptive and transectional with a field design, not experimental. For the collection of the information, a questionnaire was designed with 5 alternative answers, containing 24 items which was validated and trusted by the Cronbach's Alpha method, resulting in a value of 0.878. The results show that the resources are not available in time to guarantee the operation of the program, affected by the lack of income generation of the municipality; However, sometimes the food is provided on the stipulated dates to meet the needs of the community, the food is distributed to the entire community; In addition, it is oriented according to the objectives of the national government and the organizational structure of the personnel who manage the program, according to state policies.RESUMEN ABSTRACT INTRODUCCIÓN 1.
