Teóricamente se sustentó en los aportes de Orera, (2008), Garvin (2009), Pérez y Dessler (2009), Serna (2012), entre otros. El enfoque fue mixto. El tipo de investigación descriptiva, con un diseño no experimental, transaccional, de campo. La población estuvo representada por los Líderes de la Junta de Acción comunal, ediles y docentes residentes en el corregimiento de Cotoprix –Riohacha Guajira., para un total de (70) sujetos. Se aplicó un censo poblacional. Técnica observación por encuesta; con un instrumento tipo escala de Lickert modificada, contentivo de cuarenta y dos (42) ítems; las alternativas de respuesta Muy de acuerdo, De acuerdo, Ni de acuerdo Ni en desacuerdo, En desacuerdo, Muy en desacuerdo. Fueron sometidos a la validez de tres expertos; la confiabilidad por alfa de Cronbach resultando un coeficiente de 0,824. Entre los resultados esperados del desarrollo de este estudio, se espera que en el corregimiento de cotoprix, a partir de las estrategias de Innovación social se logre crear un Parque Biblioteca en el corregimiento de Cotoprix –Riohacha Guajira.This research was intended to propose social innovation strategies based on a Library Park in the county of Cotoprix - Riohacha Guajira. Theoretically it was based on the contributions of Orera, (2008), Garvin (2009), Pérez and Dessler (2009), Serna (2012), among others. The epistemological approach was mixed positivist. The type of descriptive research, with a non-experimental, transectional, field design. The population was represented by the Leaders of the Community Action Board, Ediles and teachers residing in the county of Cotoprix-Riohacha Guajira., For a total of (70) subjects. A population census was applied. Survey observation technique; with a modified Lickert scale instrument, containing forty-two (42) items; Response alternatives Strongly agree, In agreement, Neither agree nor disagree, In disagreement,Strongly disagree. They were submitted to the validity of three experts; Cronbach's alpha reliability resulting in a coefficient of 0.824.
